first week on 31-day calendar

Right now on January 29, my outlook calendar in the 31-day view is still
showing January. How do I get it to always show the CURRENT week as the
FIRST week of the 31-day calendar?

You can't - when you ask Outlook to display the month view, it displays the current month, plus any detritus left over from the previous month and the next month as well.
