Looking at the string table, of xpsp3res.dll, "20000" refers to the
following text:

"Network Diagnostics for Windows XP"
- - -
Did you install this (or uninstall) the utility recently, per chance?
The string is resolved here:
HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\MUICache
The value named "@xpsp3res.dll,-20000" should contain the following data:
Network Diagnostics for Windows XP

In my firewall exceptions I have the following ticked:-
@xpsp3res.dll-2000
Can anybody tell me what it is as I have no idea. Is it harmful?
