Firewall won't turn on

User had XP sp1, I turned on the firewall. Then I downloaded and installed
sp2. Now the firewall is off, and Windows says it can't turn it on.

NAV 2004, Lavasoft AdAware, and SpyBot S&D do not find anything that would
block XP Firewall from being turned on. Does anybody have any ideas?

Check your ICF Service is enabled also look at the following page to check
for Winsock2 corruption according to instructions on the page.
Start\Run\type; services.msc and look for the firewall service.
