Firewall won't turn off

My Windows firewall says it's on, but when I go to turn it off the management
says it's already off. If I click off and hit ok, it still says 'on' on the
security page. It's messing with my FTP

did you get a solution as I am having the same problem, cannot map a drive to
this host.
