firewall issue???

WinXP pro, it's been config-ed and running for some time but has become
un-contactable as of late.

It can ping other devices and access network resources but nothing can
connect to it, ping it, remote control it, connect to any admin share... It
can ping out fine, tracert to... I allegedly have the firewall turned off,
control pannel says I do... But there are event entries that imply it's on,
"windows firewall has detected an app listening".... The 'windows
firewall/ICS" service continues to turn itself on even though I've disabled
it. If I stop that service it doesn't change behavior.

I've also ran msconfig.exe to no avail. I've run that with very minimal
settings. If I have another machine continually ping it at boot/log on it
shows a period of about 6 ping replys before it goes silent again.

Any thought or suggestions?

If your running an AntiVirus Firewall plus Windows Firewall then turn Windows
Firewall off. You only need one firewall.

I've un-installed the AV program for now. No protection from 3rd party.

Odd situation. It acts like it's behind a SPI firewall.

Any other thoughts?

First off, thanks for your suggestions, they are helpful.

I think I may need to re-load default group policies, i've done that with
win2k but haven't done that with XP yet. Any pitfalls along those lines?

Why you ask? I've taken this machine out of the domain and I can get it to
ping for about 6 or 7 replys but it stops thereafter. I think some domain
policies have changed this systems behavior and I need to reload to defaults,
at least to test.

I'm still seeing the security log failure audits that imply the firewall is
on (blocking listening ports).

Think i'm on the right track?
