Firewall in Home XP

The directions given by microsoft to install the firewall
in Home XP does not work. In step 3, clicking on "Change
Settings of this connection" produces nothing - no task
pane, right clicking the connection and then clicking
on "properties" also produces nothing. Directons that
work are needed.
