firewall exceptions

For each of the exceptions on the MS Firewall, there is a box that can
be checked. Some are now unchecked. Does that mean that they are not
considered an exception? That's what I want instead of deleting them.

Checked = Selected and active exception.
Unchecked = Not selected and inactive exception.
