The command line utility is the one you access to use DOS commands. I see
no reason for it to need to access the internet.

In fact, a thorough search for malware, etc., is in order.

Leo.

There is no DOS in XP. There is no reason for the command line console
to access the Internet. To be sure your computer is clean:

Since you apparently have a third-party firewall, go to its log and see
exactly what "command line utility" was trying to access the Internet.
Perhaps it was not XP's cmd.exe but something else.

Level "Severe". Wgen I trued to remove it, it faids, as it did a second
attempt. Status is Failed, 0x80508026
What am I to do?

What I suggested you do before: go through these malware removal steps
systematically:

If the procedure looks like it won't be your cup of tea (and there is no
shame in admitting that), take the machine to a professional computer
repair shop (not your local version of BigStoreUSA).
