In XP SP2 is there a way via group policy that I can
specify a users pop-up filter level?

Hi

I assume you mean Internet Explorer and not firewall in the subject.

It looks like the only thing that is available with GPO is "Use Pop-up
Blocker", used for enabling or disabling it.

Yes I did mean pop-up blocker and not firewall. Sorry
