Finding my local document when I double click on it

In my work Windows XP pro machine, I have a .html document. If I
right click on it and say "open with" Firefox (my default browser), it
opens with no trouble.

If I double click on it, get a window saying:

Windows cannot find 'C:\webapps\Buttontest.html'. Make sure you typed
the name correctly, and then try again. To search for a file, click
the Start button and click Search.

I press OK, and then Firefox shows Buttontest correctly.

I do not have administrator privilege in this computer.

Why does this happen?

Thanks. I printed up that reply and will put it on the queue of
things to do next time I get installation privilege. (the "Advanced"
button is grayed out)

Every couple of months I have an important enough reason to go through
channels go get update privilege, which lasts until I reboot. That's
when I upgrade Quicktime and other dumb installations that change the
registry at each upgrade. (If I had permission to install it in the
first place, it should assume I have permission to upgrade it).;
