you need to set up the filters at the hotmail site and filter it before it
arrives in OE.

I am using Outlook express. I download all my email from Hotmail and other
email accounts. When I download the hotmail's mail it goes into a special
"Hotmail" inbox in the program. All my other email accounts go to the local
folder's inbox. Hotmail itself is not filtering all the junk mail. I have
come up with some filter rules that should filter these emails out, but the
filter only works with the "Local Folder's inbox.

I want to do one of two things.

1. When I download my hotmail account, I want it to filter using my Message
Rules for my hotmail as well as the "Local Folders"

OR

2. I want my hotmail messages in my "IN BOX" to go directly to the "LOCAL
FOLDERS" inbox.

Thanks for the help!

Are there FILTER rules like you can find in Outlook Express? For example an
email with the name "PETER KENNEDY" in the subject line comes to me all the
time. Can Hotmail filter these emails?

Operationally, you don't download messages from Hotmail. (Technically you
do - they're stored in a cache PST that you see as the Hotmail folders.
However, they're just copies of the folders on Hotmail and the items they
contain and remain on the Hotmail server.) Rules you create with Outlook's
Rules wizard do not apply to HTTP accounts.
OR

"LOCAL FOLDERS" inbox.

Can't be done. That's not the say HTTP accounts work.

So, the bottom line is, neither of your desires can be satisfied.
