Filtering GPO

I know that to filter the Group Policy so that it doesn't affect Administrators I have to set the access to "Deny" but I can't seem to find the window where I can do this

That would be ntfs permissions on the \windows\system32\group policy\user folder
where you would right click the folder and select security to bring up ntfs
permission window. Simple file sharing will need to be disabled to see the
