filtering for !=

Hi I need to have a GPO that is applied if a pieace of software is _not_
installed. I can make a filter that is Select * from Win32_Product Where
IdentifyingNumber = "{A5CEEE83-5B5C-4329-856D-75E18258FA97}" but I need the
opposite effect. If I try Select * from Win32_Product Where IdentifyingNumber
!= "{A5CEEE83-5B5C-4329-856D-75E18258FA97}" the GPO will be applied if there
is any piece of software installed other than the one in question. Is there
any way to achieve this?

Maybe I should mention that it is in a w2k3 AD environment, all clients are XP
