Undoubtedly a trojan has infected computers in Russia or something because
now I'm getting all these spam mails in Cyrillic. Is there some way to
delete e-mails with a certain character encoding? I'm pretty sure that info
is carried in the mail header, but the standard inbox rules in Outlook 2003
don't offer any way to check the character encoding as far as I can tell.
Has anyone written a script to do this?

Thanks............Steve

Tried using a virusscanner already to make sure you are indeed not infected?
Note that you don't need to be infected in order to retrieve spam. This is
more likely caused by your e-mail address being leaked by the Internet by
for instance posting a valid address in a newsgroup.

Anyway, you can use the Junk E-mail Filter for that;
Tools-> Options...-> button Junk E-mail Settings...-> tab International
