filter keys

Can some one please tell me how to take off filter keys
once you have put them on. and how to disable this
mechanism permanently.
 
In the Windows Control Panel, double-click Accessibility Options. On the
Keyboard tab, uncheck the box for "Use FilterKeys". Also click the Settings
button next to it, and uncheck the box for "Use shortcut".
