I want to type in forms/applications after scanning them to the computer. I
see how to edit what is scanned but the cursor will not let me type in the
boxes or lines. Can't figure it out. Help Please !!

Unless you used OCR software a scan of a form is simply a graphical image,
not editable in Word. You may be able to use it as a background image and
type *over* it. Even if you use OCR it will take a lot of work to create a
usable form and is not practical for a one-off.

Thank you for answering. So is there a way to fill out an application form
anywhere on the computer . I thought that was a common task. It is helpful
to have your response so I won't keep trying . I see about the background
image.
Thanks !!

It is a common task, but unless the form is designed for online filling
(contains form fields), it will be much more efficient to print it out and
fill it in by hand or with a typewriter. You could then scan the completed
form and save a copy, if desired.
