Fill Dock in Panel - Bug

Is it just me or is this broken?

If I put 2 controls into a panel, and set one to Fill and the other to Top,
the fill overlaps the top control?

Seems fine outside of the panel.

On the one set to Top, right-click on it and choose "Send To Back".
