Files won't open after moving/copying

Any time that I move a file to a different folder or copy/cut it to a
different folder, it no longer will open. This happens with jpegs, word
files, excel spreadsheets, and I'm sure others, though those are the ones
I've noticed already. This does not happen if I copy the file. Only if I cut
and paste, click and drag, or use the send to. Once I've done that, I get
the error message when opening that says "use does not have access privileges"
Since it is more than one program, it seems to be a windows system error,
but I can't figure out where it would originate from, no troubleshooters seem
to cover this, and I couldn't find anything on the forum. Is there any way to
fix this aside from reinstalling windows? And is there any way to recover
those files? I desperate write who has lost the same chapter twice would love
some help. Any ideas?
