Files can not install

When I run programs to install, I ge a message that says the program can not
install because it's not premited to acess the C drive. I need to be the
Administrastor. I am the administrastor and only have my name in the user
accounts. I may have set something to privacy when I re-installed XP Home.
How can I fix this problem?
