Files and folders reappear after deletion.

Using a networked PC, deleted files will reappear after a reboot. Also files which have been dragged and dropped into a folder will revert to their original location after reboot
Similarly, a shortcut deleted from the desktop will return

What kind of files?

I had once replaced Notepad with a souped up notepad clone and used the
same Notepad.exe name. Windows replaced it with a fresh copy of the
original Even when I deleted the original it returned courtesy of
Windows.
I assumed some kind of security and system integrity check was in place
and found an alternative.

So if the files are of a system nature then ....

However It sounds like you have a different problem. I just thought I'd
through in my $.02
