filename.pst could not be accessed because another workstation...

Hello all!
I keep getting this error message from different users across multilple
domains when trying to access their *.pst files from their machines using
outlook. I have tried all kinds of things, yet I cannot resolve this. The
problem started happening a couple of weeks ago and is still present. We
have tried permissions, registry settings (for file locks), etc. This
problem even happens when we create a brand new *.pst file and try to write
to it for the very first time after creating.
Any Ideas....
