Filename does not update automatically in MSWord 2003 Header

If you put the file name or {FILENAME} in the header of your Normal.dot
file using Header and Footer toolbar, Insert File Name, the file name of the
new word doc does not get updated. It always says Normal.dot. If you close
the file and change the name, when you reopen it, the old file name is still
in the header even though it was created using the Header and footer toolbar.
It used to update automatically, now you have to update it manually (F9
update field code on selected item) Funny thing, it worked correctly in
MSWord 2000 and MSWord 97/98.

This is by design. See:

The FILENAME field does not automatically update when you open a
document in Word 2002 or Word 2003

Do not put headers/footers in normal.dot. It will cause unexpected problems
and prevent you from using the label wizard effectively.
If you want headers/footers then create document templates.
