File will not open

The is a folder under programs on my computer labeled Microsoft Front Page,
but when I open it, there is another folder labeled "Version 3.0"; another
folder inside it labeled "bin", and then nothing at all in that folder--I
assume I've lost the program somehow. How do I reinstall it?
 
Those are system folders that are created when the operating system is installed.
If you've never bought and installed FrontPage, it's never been on your computer.

That folder is part of your operating system, not part of Front. Unless you
purchased and installed FrontPage, it's not on your computer.
