file upload on my website

I have created a folder for vistors to upload their files but when i go to
properties and follow the help instructions the step to disable script
running is blanked out and so are the other two options. how do i get them
unblanked?
 
This must be set up by the host admin on your host/remote server, and only
if they allow it. You'll need to contact them.

So Front page will not give me these options if my hosting company does not
allow this?
 
Correct.

It's not an option in your FrontPage. It's an option by your hosting
company.
