File Transfer Manager won't instal in RC1

When trying to report a bug one is asked to install the File Transfer
Manager. This fails with anerror message. result - can't send bug reports!

i can't even send a bug report about teh bug reporting tool!

I looked up File Transfer Manager in Google and downloaded it without any
trouble - now I can send bug reports again and Guatemala has plenty of
bugs.......
