Two ways..length, width, and compression..OK that's three.. sorry!
Really the most effective way is through using compression in an image
editor like Photoshop, Photo Impact, Paint Shop etc.

If using MS Photo Editor--try using "Save as..." dialogue--near the bottom of the dialogue box is a button labeled "MORE>>". When the box expands, there is an option to set JPEG Quality Factor from 1 - 100; the smaller the factor, the smaller the saved file will be. Try experimenting with it to get a setting that satisfies both your file size needs AND image quality.
PS I also agree with Steve; Irfanview is wonderful, but Photo Editor reduces file sizes more.
