If using MS Photo Editor--try using "Save as..." dialogue--near the bottom of the dialogue box is a button labeled "MORE>>". When the box expands, there is an option to set JPEG Quality Factor from 1 - 100; the smaller the factor, the smaller the saved file will be. Try experimenting with it to get a setting that satisfies both your file size needs AND image quality.
PS I also agree with Steve; Irfanview is wonderful, but Photo Editor reduces file sizes more.
