file sharing and permissions for windows xp

i have installed norton 2005 internet security since i have installed it .It
has froze up my disc drive and can not defrag i have found the solution from
norton .though the problem is that it tells u that i have change file
permissions as this is stopping disc and defrag .my problem is that microsoft
tells u to go to my computer then tools,folder options, view tab all the way
to bottom then unclick file and folder for NTFS files but my windows does not
have it. Any answers on how to change file and folder permissions. i have
tried a couple of ways though safe mode still the same and can not find it in
BIOS either.any suggestions befofe my money walks out the door.
