file:// protocol in sp2

In IE with SP2 I have a html file with
<META HTTP-EQUIV="refresh" content="2;URL=file://c:\offlinetest.htm">
it no longer works because I can't go to a local file because of new
security permissions.
It worked fine in sp1 and going to http addresses now.

So does anyone know how to enable IE so I can go to a local file...maybe a
registry key setting? (I have enabled all checkboxes in the internet
options control panel including enable meta-refresh)

Jack,

This NG is for "Windows XP Embedded" please try some other NG, some html
related would be good start.

BTW: If I were you I would try relative paths not absolute path like
c:\offlinetest.html.
Also don't use root of C: for such tests.

Jack,

Go to [HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\0] key and set Flags dword value there to 0x47. Then
you will be able to see My Computer security zone in Internet Explorer Options dialog / Security tab. There you will be able to set
a custom security level for that zone (C:\ is in My Computer zone).
