File Modified Date

How can I stop the modified date on a file from being updated simply by
double-clicking on the file in Windows Explorer...it's most annoying.

I noticed this specifically on files in my Favorites.

In Windows Explorer, I'm double-clicking on a file in my Favorites...the file
is not being updated as far as I know. I never had the modified date change
in Windows XP SP1.

It's a standard Favorites file that contains the url that I saved through
Internet Explorer... When I double-click on it in Windows Explorer, it opens
Internet Explorer and brings up the website for the url contained in the file.

Oh, a shortcut, I would guess that the access time and any cookies
associated with that would change/update then.
