File Handles Error Message

I'm attempting to reinstall an old DOS based program on my laptop which is
running Windows 2000 Professional. I've done this before and I know it can
work, but I've forgotten how. When I attempt to start the program, I get an
error message which says "Error--insufficient file handles (16) available.
The FILES command in the CONFIG.SYS must be a minimum of 99" It's been years
since I can remember being able to alter a config.sys, but I know there's
something else in Windows 2000 Pro that I can change to make this old program
work. Can anyone refresh my memory?

Get DOSbox. On w2k it sometimes works, sometimes doesn't. That's the
best you can do. Maybe set up a dual boot with an old OS, or floppy to
boot from?

Oddly enough, you may get it to work by setting the FILES parameter in
CONFIG.SYS. The parameter has no meaning in Win 2K, which doesn't look at
the file anyway, but the setting may be sufficient to make the program
happy.
 
Folks, I appreciate your suggestions, but you've missed one point. I've
actually had this program running on this computer previously. I wish I
could find the post, but someone in this group, I think, told me how to do
it. I'm almost sure it involved a change in the registry. Does this make
any sense?
