File Attributes and windows 2003 Server

I have a new server and when I create new folders on it.
The properties are set with read only attributes.
From my workstation it appears as no read only until you
open the file.
From the server the properties show read only checked
From DOS the attributes do not show read only.

I tried to reset the attributes in the properties tab and
also by using attrib -r command.

What can I do? Nothing works!
