Figuring out where in a message the attachment gets placed...

I have a user with Outlook 2002 SP3. When she creates a new messages and then
adds an attachment, the attachment appears in the body of the message (ex:
under her signature). I have the same version of Outlook, but when I add an
attachment to a message, it appears below the subject line, but above the
body of the message, in its own narrow horizontal pane.

I have gone through the Tools/Options section, but can't locate what
controls this type of behavior. If anyone has any insight into this, I would
appreciate their input. Thanks.

Messages composed in Rich Text format will have attachments appear as
embedded in the mesasge body. Plain Text and HTML format will have
attachments appear below the subject and above the body in an "Attachments"
line.
