Figure Cross-reference Enters Figure, Not Reference

When I select a figure and select Insert|Reference|Cross-Reference|Figure
with Only label and number selected, Word inserts the actual figure rather
than the reference.

How do I get Word to function correctly and enter only a cross-reference?

I'm using Word 2003.

Make sure that the figure is not in the same paragraph with the caption, and
that it has not gotten inside the bookmark for the caption.

When you are first inserting the graphic, you can ensure it's not inside the
bookmark by being careful not to press Enter at the beginning or end of the
caption itself but instead at the end of the preceding paragraph (or
beginning of the following one, depending on whether the caption follows or
precedes the figure).

Once you've got it wrong, you can fix it by reselecting the caption, going
to the Insert | Bookmark dialog, checking the box for "Hidden bookmarks,"
and selecting the radio button for "Location." The bookmark that is
highlighted will be the one for the caption you have selected. Click Add to
reinsert the bookmark. For more on this, see
