fictive security policies

Greetings,

Some security policies set by our system administrators seem fictive to
me. For example they disable display settings panel, but it seems
possible to change screen resolution through other programs, probably
by simply invoking API functions.

Basically my questions is where can I find a list of policies which are
really enforced by the operating system (not just by disabling some
control panel or explorer functionality)?

You might want to post to the group policy newsgroup.
