Feature to flag unpopulated required fields in Excel?

Is there a feature in excel that will either:

(1) Prevent users from saving a file if certain required fields are not
populated? Or,
(2) Flag fields that are not populated if they are required?

One thing is, you can use Conditional Formatting to make cells have a RED
background as long as they are empty (ie equal to an empty cell), which will
dissappear as soon as a value is typed therein.....
