feature i can't find in Micro. Word 2007

Can anyone help me find the following: a feature that lets me insert a gray
box that, after protecting the document, can be filled with information as
you tab through them? Can't find it in 2007
 
You can insert the form fields of previous versions from the Developer tab
of the ribbon. Just click the Legacy Tools button to see the options for
"Legacy Forms."

To display the Developer tab: Click the Office button, and then click Word
Options. In the Popular category, check "Show Developer tab in the Ribbon,"
and click OK.

Then, to turn on the protection, use Developer tab | Protect Document |
Restrict Formatting and Editing; this displays a task pane similar to the
one available in Word 2003.

Hi, I finally found the Legacy Tools after a while searching on my own. But
when I click "allow only this type of editing in the document" and select
Filling in forms, the Yes, Start Enforcing Protection is grayed out and I
can't select it. What do I do now?
