fba phase installation different to manuell installation

hello,

when i install java runtime 6 update 6 manuell with argument /s /v "/qn
ADDLOCAL=jrecore JAVAUPDATE=0 JU=0 AUTOUPDATECHECK=0 SYSTRAY=0 IEXPLORER=1"
on a running xpe system the registry key HKCU\Software\JavaSoft\Java
Update\Policy - EnableAutoUpdateCheck will added

when fba runs the installation with the same argument that Key will not be
added - why?!
