Faxcom.dll on Win2003

We have a program currently on Windows Server 2000 using Faxcom.dll. It uses the local fax server. We need to migrate the program to a Windows Server 2003 box without any code changes. Windows Server 2003 does not have Faxcom.dll and I tried registering the dll from Windows Server 2000 however the program still cannot connect to the Fax server. Anyone know what I can do?
