Favorit loaction missing

New laptop with Vista and explorer 7:
Add to faorites is not adding to favorites....
Favorites does not exsist or is not where it is suppose to be.
System cannot find it!
Favorites remain empty
Favorites is saving in a file in Documents

Frustrated beyond belief...can't get answers or resolution.
Help!!!!!!!! Please
