Can WinXp format to FAT 16?

Can WinXP read peripheral memory cards formatted in FAT 16?

If not, and I wanted to use a FAT 16 formatted memory card in a card reader,
what would be a workaround or fix for this issue?
 
Thanks for that info. I'm not knowledgeable in computer stuff, but I think
it tells me I'm good to go with FAT 16 stuff under 2gb in file size. Is
this correct?

What makes you think it's an issue? All versions of Windows
can read/write all file systems pertaining to all previous
versions of Windows of the same family tree. I would select
FAT32 or NTFS for all devices unless they are preformatted.
 
Sorta. FAT16 partitions are limited to 2GB in size. So, the largest
filesize would be 2GB. That's why I say "sorta".
