Fan running fast.

When I am running 2 programs at the same time, my fan runs like mad. I had
the power supply blow up twice and now Im running a 550 watter. But I still
hear it speed up when I'm only using a simple downloading program. The local
tech thinks I'm drawing too much power from somewhere. How can I fix this?
Can I search for something unusual with Xp?

What is the make/model of your machine?

Your fan issue could root from a multitude of possibilities, none of which
are software related. Your heatsink may not be properly seated or have the
thermal paste properly applied, your motherboard may be supplying way too
much voltage to the machine... I would take the machine to have it looked at
by a technical professional to get the root of the problem.

I have P4 Titan series 865PE chipset, GA-82PE1000 Series motherboard w/ AGP
8x / Dual Channel DDR. I also have a GeForce Nvidia FX5700 graphics card.

Troubleshoot your hardware components individually. If you've had two power
supplies burn out on the same motherboard, it's possible that your fan is not
recieving the appropriate current given its workload. It's also possible that
your new power supply, if it is a cheaper brand model, is supplying too much
juice to the fan.
