Failure to deploy the Compact Framework on the Emulator

Failure I am Trying to develop a C# Smart Device
application, but when trying to debug on the Win CE
Emulator i get an error in the VSNET output console saying:
"Launching Application
Launch failed - Cannot run Application."

When i check the Emulator in the Remove Programs section i
don't see any on the Compact Framework installation.

what should i do to make it work?
what are the .cab files needed for the NET CF to work
properly?
Is any other reason that i got that unexplained error?

Are you trying to run from within Visual Studio.NET 2003 using F5? In that
way the .NET CF should automatically be downloaded to the emulator if it is
not installed yet. Do you have a network connection? Even if you are using
the emulator you need a network connection.

I am trying to run from within Visual Studio.NET 2003
using F5, but no nothing is installed in the emulator. i
tried installing it myself but i am not sure it was the
right files (for the CE emulator) because the window
didn't show on the screen.
As for the network question my computer is connected to a
LAN so there should be no problem there.
