Failure of Outlook Express Blocked Senders List

I am still receiving mail from a site that I have entered
on my Blocked Senders List. I am using Outlook Express
version 6.00.2800.1123 and have run all current updates
from Microsoft. "telstra.com" is on my BSL and I just
received a spam from "(e-mail address removed)".
(Supposedly I just won $1,800,000.00 from these #&#*@)
Any ideas...
