Fails to boot from HD or floppy

Win2k sp4
Sys was having trouble starting, when started in safe mode it showed
Exclamation mark on video device. Uninstalled device / reinstalled, booted
OK then a few mins later BSOD. No longer bootable in any mode.
Ran HD diagnostics,from floppy, which reported failing HD, disk replaced by
manu and fitted restored o/s from earlier clone (True Image)
Boot hangs at win start up, attempted repair install, using F6 option to
install drivers. Floppy doesnt appear to be recognised, no error just doesnt
see it.(ie at the insert floppy & press enter) Also tried another floppy
drive
Tried a win boot disk just get std 'no operating sys' insert floppy msg.
Oh & during the attempted repair's the pwr supply blew. (Flash & Bang)
Used Bios 'Safe defaults', no bios beep errors
It seems to me that probably the motherboard / controlers have failed, a
logical explanation?

Your flty pwr supply probab. blew out yr. mthrbrd.

I thought that, but then the problems exisisted prior to pwr supply blowing,
but then perhaps there had been a pwr glitch that triggered sys wide
failures ie hd, motherboard, pwr supply
