"On startup hit F9 then TAB to Memory Diagnostic tool" ????
I press F9 key at bootup and nothing...........it has no effect..... Windows
just boots as normal.

Some computers have those keys BIOS locked. You will have to go into BIOS
and enable them.

you have to know when to press it. if you're not sure when the time to
press it is then just keep tapping it

another way is from within windows. type "mem" in the start menu search
and run the memory diagnostic tool. it will ask if you want to reboot
and check memory now or schedule for next reboot
