Extra Directories on "C" dive

I have about 20 extra directories on my "C" drive all named like
{000002394-0000-0000-1Bc8-FDB213335465} and each containing 1 file like
"WDC31C.tmp" which is described as a TMP fie of 2 KB. It almost seems that
every time Windows updates, I get a new directory. Can I safely delete these
or not?
