External drives not showing up when connected through usb

When connecting a multi media card reader through the usb port on my nephew's
laptop it doesn't show a drive is connected. He can use the drive if he goes
into DOS, but he would like to use it in XP. After getting the laptop a
friend (?) disabled all drives except the "C" drive and the "D" drive stating
it would make the laptop run faster. He's never been able to hook up
anything in XP externally and have it show up since. Does anyone know what
he did to cause this and how to undo it?

Do a Search for TWEAKUI.EXE on the computer and if found, click on it - when
it opens - click on the "+" beside My Computer and then click on Drives.
Place a check in any of the Drives listed in the window and it should bring
back capability to see all drives.
