conceptually it is not a question for Access but a question for your GIS.
Access will export to X ...so the question is can your GIS import X?
In most cases the lingua franca is excel or csv / text - - - - and almost
all applications can import these formats...but you will need to get your GIS
import specs...
In terms of direct linking (rather than export & import) - that definitely
is a question of your GIS application as to whether or not it can link to an
Access table.
