EXPORT: set environment variable permanently

The command setx.exe (setx.exe (Win2000 Resource Kit) is the native tool for
doing this and has been around for many years. You could also use setenv.exe
(ftp://barnyard.syr.edu/pub/vefatica/setenv.exe).
