I use winxp for business and when I click on the shortcut
for iexplore on the administrator desktop, it works fine.

But a few days ago, it stopped accessing the internet
when I clicked the shortcut on a limited account.

Can someone help?

Check for parasites in the problem accounts.
Get AdAware and SpyBot and run them both. Keep them up to date.
